feat(gha): export secrets to the job environment by default - #627
The GitHub Action no longer needs a .env file. Without env-file, it exports every secret to GITHUB_ENV, so every later step of the job gets them as environment variables and nothing is written to the workspace. A new command input runs a single command with the secrets in its environment only, so later steps (including third-party actions) never see them. env-file becomes optional and keeps the previous behavior, so existing workflows, which always set it, are unchanged.
Changes
Job environment (new default):ExportSecretsToEnvironmentCommandHandler resolves the map file and GitHubEnvFileExporter appends every secret to GITHUB_ENV in one write, each with the multiline NAME<<DELIMITER form and a random delimiter, so a value cannot close its block and declare extra variables. New port IEnvironmentExporter and mode OperationMode.EXPORT_TO_ENVIRONMENT, routed through DispatchActionCommandHandler (DispatchActionCommand.forExport).
command input: runs the command through the existing exec handler with bash --noprofile --norc -eo pipefail -c (the same shell as a run: step) and ends the step with the command's exit code. The action bundle now includes exec mode.
Fail-closed: both new modes export or start nothing when any secret is missing, empty or unreadable. The fail-closed resolution moved from ExecWithSecretsCommandHandler.prepare to a shared RequiredSecretsResolver (no behavior change for envilder exec).
Inputs:env-file is optional; env-file and command together fail with a clear message; the env-file-path output is empty without env-file.
Docs:github-action/README.md gains a "Choosing a mode" section explaining that the default mode applies to the whole job, command to one process, and env-file writes a file, plus an honest note on what avoiding the file protects against (accidental leaks via artifacts, caches, Docker build contexts, commits, self-hosted runners) and what it does not (malicious code in the same job). docs/github-action.md, the root README.md and docs/changelogs/gha.md are updated.
CI:test-action.yml now checks that the command sees the secrets, that they do not reach the next step, and that the default mode exports them without leaving files in the workspace. Its path filter now points at the existing e2e/gha.test.ts.
Testing
pnpm test passes (887 passed, 7 skipped)
pnpm lint passes (Biome, secretlint and tsc --noEmit run on the changed paths)
Manual verification: e2e/gha.test.ts against LocalStack runs the built bundle in all three modes (9 passed), including the command exit code and fail-closed export
github-action/dist/index.js and action.yml rebuilt with pnpm build:gha

New Features
GitHub Actions now exports mapped secrets to later steps in the same job by default, without creating an environment file. Alternatively, secrets can be limited to a command and its child processes or written to an optional environment file.
Command mode returns the command’s exit status and cannot be combined with environment-file mode. Missing or empty secrets, or prohibited variable names, prevent export; secrets are not partially exported.
Documentation
Updated examples and guidance explain the three modes, secret visibility, environment-file usage, and when the environment-file output is available.
Without env-file, the action now exports every secret to GITHUB_ENV so
later steps of the job get them as environment variables and no .env
file lands in the workspace. A new command input runs a single command
with the secrets in its environment only, so later steps never see
them. env-file is optional and keeps the previous behavior.
Both new modes are fail-closed: nothing is exported or started when a
secret is missing or empty. The fail-closed resolution is shared with
envilder exec.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The GitHub Action now supports three secret-delivery modes: export to later job steps by default, run one command with secrets in its environment, or write an env file. The change adds shared secret resolution and GitHub environment-file export, updates action wiring and documentation, and adds unit and end-to-end coverage.
RequiredSecretsResolver handles mapping and secret validation for command execution and environment export. The new exporter appends encoded variables to a configured file or GITHUB_ENV.
The action selects command, env-file, or export mode. Dispatch routes export commands to the new handler, and startup binds the required handlers and infrastructure.

Export to GITHUB_ENV only after every value is registered for masking,
so a failed registration cannot leave later steps printing an unmasked
secret. Docs no longer claim containers never inherit the exported
variables or that artifacts cannot contain them. The action workflow
also runs on core changes and no longer echoes the test secret.

The runner ignores NODE_OPTIONS in GITHUB_ENV but applies the other
variables, so the step reported a variable later steps never got.
Exporting now fails before writing anything, pointing to command or
env-file. The action workflow also checks for a stray .env directly,
since git status does not report gitignored files.

GitHub does not let GITHUB_ENV overwrite its documented default
GITHUB_* and RUNNER_* variables, so exporting GITHUB_SHA or RUNNER_OS
reported a variable later steps never got, as with NODE_OPTIONS. The
exact documented names are now refused too; other names with those

Distinguish the workspace from the runner's GITHUB_ENV file.
Default mode does not write a workspace .env file, but it does write every secret to the runner's per-step GITHUB_ENV file. The current wording can cause users to treat default mode as file-free, including on self-hosted runners where runner-temp cleanup can fail because of permissions. This correction is separate from github-action/README.md.
Suggested fix
-Because the action writes no `.env` file, there is no secrets file to leak by accident through-artifacts, caches, Docker build contexts, commits or files left on self-hosted runners. Later-tools can still write the variables to files, and it does not protect against malicious code-running in the same job, which can read environment variables as easily as a file. The docs implied the default mode writes no file at all. It writes no

Update the missing-secret troubleshooting advice.
In default job-environment and command modes, a missing secret now fails the Action step before export or command execution. The job-environment mode text said no file is written, but the runner
keeps the values in its GITHUB_ENV file until the job ends. The
missing-secret troubleshooting still described the env-file warning
for every mode; the default mode and command fail the step instead.

Fix the default-mode row in the modes table. It says no file is written, but the default mode writes the runner's GITHUB_ENV file.
The table's Writes a file column shows No for the default mode. The same guide says the default appends secrets to the runner's GITHUB_ENV file. The guide also says that file is in the runner's temporary directory and is emptied at job end. A reader who uses the table for a quick security decision will conclude that the default leaves no secret-bearing file on the runner. The column should show the GITHUB_ENV file for this row and the workspace .env file for the .env row.
